This important and exciting role is to manage the delivery of Preston City Council’s £5.2m allocation of the Government’s UK Shared Prosperity Fund (UKSPF). The post holder will join the council’s Policy team working with leads on Community Wealth Building and the climate emergency to deliver an ambitious funding programme for Preston.  

The council will receive £5.2m over the next three years as part of the Levelling Up Agenda. This is Preston's allocation of the £2.6 billion government funding being shared across the UK for local investment by March 2025.
 
 The overarching aim of the fund is to build pride in place and increase life chances and it will be delivered via three investment priorities:

 ▶️People and skills
 
Preston’s investment plan for the UKSPF identified local opportunities, challenges and projects that would benefit from the funding and work will now begin to finalise and deliver the programme on a project-by-project basis.

Preston is an ambitious and growing city situated at the heart of Lancashire. As a district council we work closely with our anchor and community partners to deliver wider ambitions for the city. In this role you will have the opportunity to work with internal and external partners to deliver strategic and important interventions and projects that will benefit residents, communities and businesses across the city. 

 As UKSPF Programme Manager you will be responsible for providing day-to-day management of the development and delivery of the activity set out in the investment plan, working with a diverse, cross-directorate officer group, the Corporate Management Team, Cabinet Members with relevant portfolio responsibilities and external stakeholders in the UKSPF Local Partnership Group.  As part of the Policy team, you will also contribute to the delivery of Preston’s innovative Community Wealth Building agenda widely known as “the Preston Model”.

Based in Preston Town Hall, with flexible working arrangements, you will work closely with a range of colleagues, elected Members and external partners to deliver this vital and busy programme of activity. As the delivery lead, you will scope, commission and deliver relevant projects and grants, allocate and monitor budgets and report on programme delivery and performance to central government and within the council. All activity will be in line with Preston’s UKSPF investment plan and the UKSPF assurance framework. 

The successful candidate will be a highly self-motivated and effective programme manager, experienced in managing multiple projects simultaneously, including the design and management of appropriate reporting and monitoring systems. You will be an excellent communicator and team player, confident working with stakeholders and politicians, and a self-starter able to take the initiative as and when required.
