Development and Housing Directorate – Preston is at an unprecedented stage in its development. With over £20m of Towns Fund grant, major leisure and public realm projects underway, a new commercial quarter planned at Preston station and the ongoing implementation of the multi-award-winning City Living Strategy alongside the delivery of thousands of new homes and major infrastructure investment and delivery through the City Deal, Preston has developed a new confidence for positive change.

We are seeking a suitably qualified and highly motivated Building Control Professional to lead our Building Control team in the role of technical manager (Class 4) with the experience and skills that can make an immediate impact. You will manage our existing team of Building Control Surveyors with responsibility for plan examination and site inspection services across a varied case load including domestic, commercial, and complex building projects. Typically, you will be responsible for the day to day management and the effective delivery of building control services of the city, subject to allocation of workload aligned to competencies within the team, to ensure compliance with the Building Act 1984 (as amended), the Building Regulations 2010 (as amended) and associated legislation and guidance, for all relevant building types. You will be required to have a detailed and comprehensive understanding of the emerging role and influence of the Building Safety Regulator and Building Safety Act 2022 upon the future operation of Building Control.

We are looking for a forward-thinking and enthusiastic individual, with managerial and decision-making skills, including financial acumen. You will require strong leadership and people management skills, with the ability to motivate and develop a team. The successful candidate will have the ability to secure quality outcomes whilst managing a demanding workload to meet statutory requirements, service targets and achieve financial sustainability.
